Answer
What does Gurbani say about hope and hukam?
In short
Gurbani says repeatedly that whatever pleases Him comes to pass, and this is often mistaken for fatalism. It is not, and the difference shows in what the verses ask for next. Understanding hukam is described as producing niraasa, freedom from grasping, and as the point at which a person stops arguing with what has happened. Hope itself is not condemned. It is relocated: away from outcomes a person cannot arrange, onto the One from whom everything comes, and Gurbani calls Him the giver of hope to the hopeless.
The statement itself appears more often than almost any other formula in Sri Guru Granth Sahib Ji.
hukamo varatai jo tis bhaavai
Whatever is pleasing to His Will, happens.
Guru Amar Daas Ji adds the clause that people find hardest: ੧
Ang 554. No one has any say in this. Read cold, that sounds like the end of agency, and it is where most misreadings begin.
What follows in the verses is not resignation. Guru Nanak Dev Ji's line in Japji Sahib turns it into something a person actively assents to.
jo tudh bhaavai saiee bhalee kaar
Whatever pleases You is the only good done,
Whatever pleases You is the only good done. That is not a prisoner accepting a sentence. It is a change in what the word good is being measured against, and it takes an act of the will to say. He states the practical version elsewhere:
Ang 722. Accept it as good, and do away with your own cleverness. The thing being given up is hikmat, the manoeuvring, not effort.
Guru Amar Daas Ji names the result, and the word is worth pausing on.
hukamai boojhai niraasaa hoiee
Understanding His Command, one becomes free of desire.
Niraasa. Without aas, without the grasping after outcomes. Not despair, which is what the English suggests, but the state of no longer needing things to go a particular way. Guru Nanak Dev Ji connects understanding hukam to seeing what is actually the case:
Ang 1289, and to how a person then lives:
Ang 832.
And here is the part that stops this being fatalism, because hope is not taken away.
taa kee aas kaliaan sukh jaa te sabh kachh hoi
Place your hopes in Him, for salvation and peace; all things come from Him.
Place your hopes in Him, from whom all things come. Guru Nanak Dev Ji states it as a fact about everyone:
Ang 144. The hopes of all rest in the One, whether they know it or not, and the instruction is only to put them where they already belong.
Guru Arjan Dev Ji gives the line that settles the tone of the whole subject.
niraas aas karana(n) sagal arath aalayeh
He gives hope to the hopeless. He is the Source of all riches.
He gives hope to the hopeless. A tradition that thought hope was the problem could not have written that. What Gurbani asks a person to stop doing is building on outcomes that were never theirs to arrange. What it asks them to keep is the expectation itself, pointed somewhere that can carry it.

hukamo varatai jo tis bhaavai
jo tudh bhaavai saiee bhalee kaar
hukamai boojhai niraasaa hoiee
taa kee aas kaliaan sukh jaa te sabh kachh hoi
niraas aas karana(n) sagal arath aalayeh
